The Energy Independence Program came out of Assembly Bill 811 (AB811) and states that California provide tools for cities to fund energy efficiency property upgrades with assessments. Sonoma County is the first in the state to set up an Energy Independence Program.

This program is to help property owners reduce CO2 and be able to afford the upgrades. This program could bring 1000’s of jobs to Sonoma County and reduce Sonoma County’s Carbon Footprint. Sonoma County’s goal is to reduce its carbon footprint 25% below what it was in 1990 by the year 2015. The county’s motto is “Reduce Before You Produce”.

This website has the application, list of eligible improvements for both commercial and residential buildings and a lot of other information on saving energy.

Some key people involved with the program are:
  • John Haig, Energy Independence Program Manager
  • Shirlee Zane, 3rd District Sonoma County Supervisor
  • Rod Dole, Sonoma County Auditor-Controller and Treasurer-Tax Collector
  • Amy Bolten, Sonoma County Water Agency
  • Randy DeCaminada, Pacific Gas and Electric
  • Jose Obregon, Director of General Services Department
Some Key Points of SCEIP:
  1. As of April 9, 2009 the program is only available to properties in Sonoma County outside city limits, the town of Sonoma, Sebastopol and Healdsburg.
  2. The following cities are meeting to see if they will also participate: Santa Rosa 4/15, Cloverdale 4/22, Windsor 4/13, Rohnert Park 4/14 and Petaluma 5/4.
  3. To date the program has $1 Million in loans to give out.
  4. In the first two weeks the county has received $750,000 in applications.
  5. The loan is for existing homes not new construction.
  6. Cannot fund improvements to properties which are tax exempt.
  7. Cannot fund improvements on mobile homes.
  8. Energy efficiency work already in progress will not be covered by the program.
  9. The loan is with the property owner.
  10. The loan payment is tacked onto property tax.
  11. Minimum loan is $2500 and there is no max, however if loan is over $60,000 the application is reviewed by a board.
  12. Payback- $10,000 10 – 20 years.
  13. The assessment stays with the property.
  14. All applications require a permit. Cost $67-$150. Which is not included in plan check.
  15. Property owner receives payment at end of project. Contractor carries job.
  16. A person can do multiple disbursements for payments, however there is a fee for each disbursement.
  17. Projects are to be completed in 180 days.
  18. The financing is net any rebates.
  19. Must have a current mortgage statement to apply.
  20. Commercial loans require PG&E Audit. PG&E does this for free. Call Energy Evaluation Hotline 707-577-1080.
